But differences of the political systems affects structure, function and role of the bureaucracy. İt is necessary to research the relation between political power and bureaucracy. Foregrounding persons by presidency or foregrounding organizations (legislative) while using political power is the dominant factor that determine relationship between power and bureaucracy. The discussion of presidency system has been always kept currency in the Turkey, and in the search of effective and efficient government. But the transforming in the political system of a country necessitate great and structural alteration which can not possible to estimate of its results. When this to systems are criticized especially by considering the relationship – relations of the political power and bureaucracy, it is clear that there are crucial essential chracteristic differences between them. For this point of view it is obvious that this discussions of presidency should be literally widened. |
