| description | The apparent satisfaction of citizens’ demands has become insufficient as criteria for policy design: policy outcomes must also be in tune with people’s expectations. In the year 2000, Mexico started to deploy a public quality policy aligned with the “Good Government Agenda”. In this context, and in order to gauge theimpact of this program on public management quality standards, the present research analyzed the results obtained by the Communications and Transports Secretary (SCT) during the 2001-2003 period: though considerable improvements were obtained, the quality levels differed among services. The analysis allowed the confirmation of three among five hypotheses, proving that, for the Mexican SCT, leadership of public officers responsible for the implementation, the smaller number of actors involved in the decision-making process,and a clear and precise presentation of the vision and quality objectives played a substantial role, contributing to increase probabilities of success for the implementation of quality public policy. |
