Summary:The present research featured the development of urban planning policy in small towns of the Krasnoyarsk Territory in 1950s–1960s, when it was designed by the local authorities and included construction, repairs, national, historical, cultural, environmental, and natural features of the terrain, etc. The authors developed some criteria for the classification of small towns and traced the evolution of urban planning policy from individual to mass construction. The new principles that appeared in 1950s–1960s included the natural and climatic conditions and aimed at strengthening the country's defense. The new course of economic, architectural and urban development modernized and changed the structure of the economy in small towns. The research was based on the historical-chronological and geopolitical method that covered the strategic, economic, and socio-cultural development of Siberia in general. The research contributes to the development of urban planning policy and helps to improve city management practices.
