Summary:The paper is devoted to the issue of tourism infrastructure funding in the Russian Empire at an early stage. There was practically no modern transport infrastructure in Russia by the middle of the 19th century, which mostly hindered inbound tourism. It negatively affected the country’s external account resulting in the need for extra loans. The decision to build a railway from Saint-Petersburg to Moscow was made in the conditions of lack of money in the country, that is why several loans were taken to finance the project. These financial operations contributed to transport infrastructure development in the Russian Empire and made prerequisites for tourism growth.
