description Development based on competitive advantage is one of the new methods of regional planning that increases economic productivity and improves the quality of life at the regional level. One of the approaches to developing regional competitiveness programs is the theory of complementary centers, in which two or more cities are planned collectively based on their complementary potential to move towards development. Therefore, the current research with the primary goal of developing a framework for creating a competitive urban network at the regional scale seeks to find indicators that are effective on urban competitiveness in Mazandaran province and is trying to reach a general framework for creating a competitive urban network at the level of the area by benefiting from the obtained indicators. This research is quantitative and classified in the applied research group in terms of method. The hierarchical analysis method and Delphi technique are used to analyze the effect of factors affecting urban competitiveness at the regional scale. The share change model is used to analyze the competitive advantage of each city. Finally, using the SWOT analytical method, different towns' roles in the province are verified in homogeneous areas. Five cities play an agricultural function, eight cities play a service role, and nine play an industrial role as the prominent of their development to reach a complementary network at the regional scale.
