Summary:The socio-environmental conflict around the mining project Pascua-Lama motivated a revision of the glacier protection policy in Chile. In order to explain this unusual impact of the policy on the national political agenda, this article traces back the trajectory that initiated the local conflict and boosted it into a national political conflict. Using process tracing, the transformation of the coalitions that began as opponents to the mining project is identified as the cause that promoted a local claim that became a political proposal. The incorporation of local and international agents to the coalition promotes an upward transit of the levels of public action but it leads to a counter effect, the marginalization of the local participants.
