Summary:[Purpose/Significance] Improving college students' digital literacy is of great significance to building a digital talent power. [Method/Process] By combing the relevant policies before and after the release of Action Plan for Enhancing Digital Literacy and Skills of the People, this paper analyzes the main contents of the Action Plan and believes that it has the following significance: it determines the concept of digital literacy with Chinese characteristics and international vision, pays attention to the frontier requirements such as creativity improvement and special group service, expands four digital scenes of life, work, learning and innovation, and deploys comprehensive operations according to key tasks and projects. [Results/Conclusions] The authors argue that for various fields of library, information science and archives, the Action Plan will have extensive influence theoretically and practically, and its impact on digital literacy education of college students, in particular, is perhaps the most direct and far-reaching according to the research pattern and tradition of information literacy. The authors argue that the layout and action should be started as soon as possible for the education around digital literacy of college students.
