Thus, a critical discourse analysis can be a useful method to capture as the actors’ power strategies in decision-making processes. This paper analyses the formulation process of the National Solid Waste Policy, law no. 12,305, which was marked by disputes of interests that caused the legislative process to lasting for almost 20 years. The main objective of the analysis was to identify how the actors involved in public hearings exercised power in order to influence the construction of the policy, especially with regard to two innovative points: shared responsibility and inclusion of waste collectors. For the analysis of the data, we used the general modes of operation of ideology and the strategies of symbolic construction identified by Thompson (2000). The most used strategies were dissimulation and legitimacy. The first sought to conceal relations of domination and the second sought to legitimize an idea, be it shared responsibility or in favor of the incineration of waste as opposed to recycling with the inclusion of scavengers. The results show that the discursive strategies of power exercised by actors are an important explanatory aspect of the public policy decision making process, yet little explored by researches.
