Summary:The article considers the need to improve managerial competencies for the establishment of the New Ukrainian School, which in turn requires the resolution of urgent issues of public administration of the educational system in society, when the educational guidelines and common values have changed. A comprehensive study is proposed on the issues of the culture administration and educational management, which is an integral part of the formation of state policy on the reform of education. It is shown that the resolution of accented problems is possible in the context of an interdisciplinary approach involving specialists in the field of public administration, pedagogy, philosophy, cultural studies, political science, sociology. It is proved that the primary task of education in the field of management is the formation of a culture of a teacher and school leader. And the main task of modern management is to create a structure that can constantly learn in the context of the philosophy of continuing education, where the value is experiments, preparedness for the challenges of our time and pedagogical risks, the use of new technologies, innovative and critical thinking, the development of social and emotional competence, an interdisciplinary approach. The need for further research on this topic for the practical use of public administration with the involvement of the public component and the transition to public-public administration of education and partnerships in the New Ukrainian School, support for practical educational reforms by the local community is emphasized. It is emphasized that the lag in the management culture in transition economies impedes the development of all areas of life, which is also relevant for the socio-cultural sphere.
