description p { margin-bottom: 0.21cm; } This paper argues that the dielectric properties of free space: Permeability (μ o) & Permittivity (Є o) are not fundamental constants but vary in accordance with Einstein’s Relativity, when in the presence of a mass or in a moving reference frame. The dielectric properties of curved space provides can store and interchange energy with particles allowing gravitational rest mass and kinetic energy to manifest themselves as equivalent forms of energy gradient in the surrounding space, obeying the inverse square law. The relativistic changes in Permittivity and Permeability are responsible for gravitational attraction and adjusting the metrics of length & time so that all observers measure “C” as a fundamental constant.
