The most important agent of protestant Christianity in this field is the Commission of Inter-Church Aid, Refugee and World Service of the World Council of Churches (CICARWS). A brief look at the history of CICARWS shows that a shift of emphasis took place from charity to justice, from individual to community and from development to revolutionary changes of social, political and economic structures.
