description If one analyses in a retrospective way the Berlusconi government, it is evident that - while one referendum was enough in order to give rise to the “ Italian Revolution” - much more difficult was developing a majoritarian process. It is mainly true by the points of view of both the performance and the skill of the political and parliamentary institutional bodies. The crucial point is represented, on one hand, by the necessity of enforcing the existing form of government, while, on the other, a presidential metamorphosis is appealed by several political actors. The article provides an empirical comparative analysis on the institutional performances of the governments acting between the First and the Second Republic.
