Summary:The authors answer the question of whether Croatia needs a new General Administrative Procedure Act or whether amendment of the existing one is enough. They note important characteristics of our special administrative proceedings and deal with the relationship between general administrative procedure and those particular proceedings. Then they expound the issue of new forms of administrative procedure and in particular outline the institution of administrative contracts. Afterwards, they analyse the possible solutions with the clear goal of increasing effectiveness and speed of the administrative procedure. Among other solutions, they in particular outline e-administration. Finally they deal with the complex question of the regulation of legal remedies in administrative procedure.
