| description | Abstract While they merely rule a tiny principality in the early 11th century, the Ottomans afterwards become governors of a great state whose land stretches over initially the Anatolian peninsula and Europe and later Asia and even North Africa. The Ottoman State had been advocating tolerance towards mankind by virtue of its unshakable relationship with Islam. The Ottomans had implemented such policies of law and tolerance against the non-Muslim communities with an unsubstantial population that their cultural effect had become noticeable in various continents. This very fact had enabled the Ottoman State to stay in the large and far lands over centuries. It is quite conceivable that the policies which the Ottomans had carried out towards other nations have a high sensibility in common with the idea of modern democracy. The said policies of the Ottoman state stemmed out of the Islamic point of view by which they had perceived the World. As it may sound to be a fact which is mentioned in numerous times, Islam relies upon the freedom of religion and conscience in terms of its rules which shape and direct the life of Muslims. In consequence of this fact, the Ottoman State had not forced the peoples of the lands that they had captured to be Muslim like themselves yet it had demonstrated a great tolerance to them to live their religion freely. This study deals with the perspective of the Ottoman state which accomplished peaceful co-existence of a great deal of nations which had different cultures and religions owing to the policies of law and tolerance that are derived from Islam. Özet Çalışmamız XI. yüzyılın ilk dönemlerinde küçük bir beylik iken Anadolu‟ya yerleşerek dünyanın en büyük devleti haline gelen ve insanlığa hoşgörüyü sunan bir milleti ve onun müntesibi olduğu dinin perspektifini ele almaktadır. Osmanlıların kendi dinlerinden olmayan pek de azımsanamayacak nüfusa sahip olan gayr-i müslim topluluklara uyguladıkları hukuk ve hoşgörü, Osmanlı‟nın çeşitli kıtalarda kolayca hissedilmesine ve bu topraklarda uzun süre kalmasına zemin hazırlayan bir etken olmuştur.Osmanlı Devleti‟nin diğer milletlere karşı uyguladığı politikada günümüz modern demokrasi anlayışıyla örtüşen bir hassasiyetin olduğunu rahatlıkla görebilmekteyiz. Zira Osmanlı‟daki bu idare biçimi olabildiğince sınırları zorlayacak şekilde tesis edilmiĢtir. Osmanlı‟nın vücuda getirdiği bu yönetim biçimi daha çok Ġslam‟ın sunmuĢ olduğu bakış açısından gelmektedir. Çünkü Osmanlı‟nın hoşgörü anlayışnın temelinde, inandıkları dinin bu unsurları bir davranış biçimi olarak emretmesi yatmaktadır. Bilindiği gibi İslam dininin bu hususta müntesiplerine getirdiği kaideler, din ve vicdan hürriyetini temel almaktadır ve zorbalıkla diğer dinden olan insanları kendi dinine inanması hususunda zorlamasını da asla tasvip etmemektedir. Ġslam‟ın belirtmiş olduğu bu esaslar İslam Tarihi boyunca yönetimlerin en fazla önemsedikleri husus olmuştur. Osmanlı Türkleri sadece yönetim olarak değil halk nezdinde de bu İslami perspektifi benimsemiş ve kuruluşundan yıkılışına kadar halk ile devlet buna sadık kalmaya çalışmıştır. Bunun en önemli göstergesi ise Osmanlı‟nın müslüman ve gayr-i müslim tebasıyla 600 yıllık hayatı hep birlikte yaşamış olmasıdır |
