| Summary: | With the slowdown of marine economic growth in China, the extensive mode of production relying on simple resource input has been unable to meet the needs of modern marine industry, while scientific and technological innovation and industrial structure upgrading is not only an important engine driving marine economic growth, but also an important direction of marine industry development. Based on the national marine economic data from 2009 to 2021 and the marine industrial economic data from 2009 to 2019 of 11 coastal provinces (autonomous regions and municipalities directly under the Central Government), this paper studied the independent and synergistic effects of marine technological innovation and upgrading of marine industrial structure on marine economic growth, and established the threshold variable of upgrading of industrial structure and threshold model of the influence of technological innovation level on marine economic development. The results showed that scientific and technological innovation and industrial structure upgrading had a significant positive effect on the development of marine economy, and their synergistic effect could also stimulate the improvement of the level of marine economy. The threshold effect existed in the process of scientific and technological innovation promoting the growth of marine economic level. After crossing the threshold value, the degree of scientific and technological innovation promoting the growth of marine economic level would be greatly increased.
