Se recomienda que las finanzas públicas participen en la financiación de la mitigación y la adaptación. La investigación explica los retos y dilemas que implica el cambio climático sobre el gasto fiscal y los ingresos, las responsabilidades y las oportunidades, el equilibrio y la deuda. |
