Summary:The paper presents the functioning of participatory budgeting in Poland on the example of townships of the Silesian province. It also asks a question whether the participatory budget contributes to local development. Relatively short period of functioning of Polish civil budget does not provide the answer to this question, but the authors have tried to compare strategic priorities of development in 19 Silesian townships with projects to be financed within the participatory budgets of these cities.
