Summary:A governing body of Tetyushi was considered for the period when the fortress city emerged in the last third of the 16th century and through its development in the 17th century. Tetyushi was founded in 1571 on the right bank of the Volga River, at the Russian-Nogai border. Two defense lines – Old and New Tetyushskaya – were formed, the latter one in the early 17th century. In order to solve the problems of governance, the voivodeship institution was established. Based on various archival materials, the previously available list of voivodes and “heads” of Tetyushi was expanded. The essence of the “head” was defined; several versions of the origin of this concept were considered. The paper maps the places where voivodes arrived in Tetyushi and describes the functions of voivodeship, but without details, because this issue should be covered separately. The conditions for voivodeship introduction in the cities of the Middle Volga region and for creation of the Order of the Kazan Palace were analyzed. Thus, the paper highlights a number of features of the voivodeship institution in Tetyushi over the period under study.
