description China′s "14th five year plan" and the long-term goal of "2035" put forward to adhere to the overall planning of land and sea coordination, develop marine economy and build a maritime power. By combing the pollution status and interaction mechanism of marine and soil ecological environment, this paper found out the problems of ecological restoration process and policy connection. Under the background of land and sea coordination, this paper discussed the necessity and feasibility of collaborative governance between marine ecological restoration and soil remediation from the perspective of marine remediation status and policy guarantee, and put forward to establish a collaborative governance mechanism from the aspects of remediation subject, remediation responsibility, resources and funds, so as to promote China′s scientific, efficient and systematic governance of the coastal ecological environment.
