Summary:<p><em>The prefect represents an important institution within the framework of the Romanian public administration. At different moments in time, the prefect has played the role of a political servant, executive officer or high-ranking public servant. Twelve years after the appointment of the first Prefect (after the1989 revolution) the adoption of the Law no. 340/2004 brought a profound reform of this Institution, marked by the profesionalization of the Prefect and by the change of his status from an executive officer into a public servant, more precisely a high-ranking public servant. Art.22 paragraph 3 of the aforementioned law states: „The Prefect and Subprefect cannot be members of any political party, under the sanction of being removed from their position.”</em></p>
