Because the state government has a great number of emplovees and so great organization there's a need to develop a qualitative model of human resource management which are the bearer of the whole working proces. In manifactures in the state government the proces is based on the human resore. The separation of the expert svstem for human resource management with the human resors showes a great deal of possibil problems and difficultvs and gives the entire review of important aspeets in construeting and management of human resors.
