description The purposes of this study were (1) To study concepts and theories related to the Narcotic Addict Rehabilitation Act B.E. 2545 (2002); (2) To study the principles of laws related to current drug abuse treatment in Thailand and analyze the problems of conditions for an eligible person to receive a drug abuse treatment; (3) To comparatively study Thai and international principles of laws relevant to drug abuse treatment (4) To analyze the problems and deflects discovered from the results of the study with the purpose to make a recommendation on the amendment to the Narcotic Addict Rehabilitation Act B.E. 2545 (2002). The independent study was qualitative research using a documentary. Data was collected via related documents both From Thailand and international. The results of the documentary research were analyzed and synthesized to make conclusions and analyze comparatively to make a recommendation on the amendment to the Narcotic Addict Rehabilitation Act B.E. 2545 (2002). The study revealed that.- 1) In the Narcotic Addict Rehabilitation Act B.E. 2545 (2002), the core principle was to rehabilitate drug addicts rather than to punish them. 2) The conditions for an eligible person to receive a drug abuse treatment in the force system, the quantity of drug possession, did not cover all groups of drug addicts who might deserve the drug abuse treatment in the force system. The conditions for an eligible person to receive a drug abuse treatment in the force system did not define the number of opportunities for a drug addict eligible to receive a drug abuse treatment. Consequently, the drug addicts were not afraid of law enforcement. The research recommended that the conditions for an eligible person to receive drug abuse treatment in the force system should be amended by adding more conditions. The conditions must cover driving under the influence of drug abuse and also define the legal measure for a person possessing drugs over the limited number. Also people attending drug treatment more than three times must be confined the right to receive the drug treatment in the forced system so as to improve the effectiveness of the implementation of measures to solve the drug addict problem
