The second stage is based on the using of the quality-quantitative parameters which are letting to diagnostic the social and economical territorial states. The third stage is based on the using the social and economical monitoring which is system organized and letting to see a strategy realization. The last stage is letting to estimate the strategy realization results in the social sphere in the economical sphere letting to determine an economical effectiveness of this reforms. |
