| Summary: | At the instigation of recent laws and directives, especially the water law in 2006 and the water framework directive in 2000, the control of storm water is now included in the requirements of town planning. The article is focused on the institutional organization and the repositories developed in France. Its article questions the scales of public action in this area through the inclusion of domestic rainwater harvesting in several land use plans. The methodology is based on a qualitative approach, with a survey in Rennes’ agglomeration and a large review of documents and bibliography extended to different urban spaces. The main lesson of the research points the gap between the framework for the alternative systems placed in public space and the invisibility of those within the private space and the plot ; however they take part in the rainwater use. This gap refers to the deeper disconnection between the managements of urban waters and the “ territorial unthought ” of self-supply systems in local development. |
