Summary:This article proposes reflection on the different types of capacities mobilized by the shantytown inhabitants in getting their voices heard in deliberations surrounding a rehousing project. It relies on an ethnographic investigation dealing with the collective mobilization that was formed following the evacuation of a shantytown and in particular on the interactions between the inhabitants, the support group and elected officials. Making the most of shared past experience, the support group sought to impose the game rules in deliberations with the elected officials so as to maintain control over the shantytown. While having recourse to a recognized spokesperson, the shantytown’s inhabitants used avoidance techniques and off-stage secrets to affirm their freedom of choice and challenge the collective decision behind the scenes. This challenging re-appeared on the political scene through a questioning of the rhetorical codes valorized by the elected officials through conversion of a linguistic incapacity into a capacity for expression and in using uproar as a means of inclusion in public discourse.
