Summary:<p>Aim of this article - to analyze Hegel and Karl Marx’s classic bureaucracy theories and also Max Weber’s concept of rational bureaucracy and its development in the works of Herbert Simon, Robert Merton, Peter Blau and Michel Crozier. It shows that the above listed researchers only undertook a change of terminology within the same theoretical tradition. The article describes different approaches to the bureaucratic system of administrative schools of the late 1950s and early 1980s. Major conclusions in the article include the following: administering the state apparatus consists in the organization of government on the basis of regulated rights, mandatory procedures that are invoked to ensure balance in the interest of man and society; bad effectiveness of government, infringement of the rights and freedoms of the individual is the result of dysfunction in the state apparatus; the struggle against it can be carried out with the help of administrative, economical and legal methods.</p><p><strong>DOI: <a href="http://dx.doi.org/10.12731/2218-7405-2013-6-45">http://dx.doi.org/10.12731/2218-7405-2013-6-45</a></strong></p>
