question of the existence of a technological difference enters the economies of the world, as
well as the significant investments in necessary R&D in the development of technology of
border for the insertion in the international market. Brazil is directly concern with this
problematic in order it more keeps commercial relations with economic and technological
developed countries. The maintenance and, in special, the magnifying of this technological
difference imply in the intensification of the Brazilian commercial problems with passing of
