Summary:Abstract This paper deals with U.S. policy towards Syria 1991-2005 by following up Washington policy towards Syria which forms one of the most rejecting front towards the American projects in Arab region. The period of the paper is important and has significant effect upon U.S. policy. This paper is divided into two parts. The first deals with U.S. policy during 1990s, and most important tools used by Washington with Damascus. The second part talks about the transition of U.S. in its dealing with Syria from the policy of (Constructive engagement) to the policy of (Deterrence) by analyzing and discussing the events and reasons behind this transition
