description
In the context of the reform process of the European Union, the issues of enlargement and deepening of the European Union are inconceivable in the absence of the principle of differentiation. Important steps toward integration have already been implemented by only a limited number of member states (for instance Schengen Agreements, social policy, EMU). In a European Union of 25 or more member states the importance of flexibility will continue to increase. Given these general assumptions about the role of differentiation in the framework of the Communities this paper analyzes different models of flexible integration, assess their potential for offering a real alternative to the traditional approach of the integration process and gives an insight into the consequences of such an approach for the member states and their interactions in this new context.
