Being part of a multipolar agglomeration, the urban area is widely spread out due notably to its « green belt » and its very successful road and rail network.This choice and its success result from the reflection of the Agency of Urbanism of the Intercommunal District of the Rennes Agglomeration (AUDIAR) created in 1972. This organisation has strongly contributed to its implementation by both displaying a wide range of innovative methods and means and by designing “action territories” and cooperation with a very flexible geometry.The legitimacy of public action lies in the early spatial planning of the city center (1720). The planning scale is extended when periurbanization appears necessary to the authorities who then constitute an urban district. AUDIAR becomes the medium used for intercommunal policy and elaborates successive planning schemes (“schémas directeurs”). It organizes special reflection bodies such as the Research Institute on Housing or the CODESPAR (Committee of Economic and Social Development of the area of Rennes). The studies carried out by these organizations take the dynamics of the urban area into account. In 2005, AUDIAR designed “SCOT” (Scheme for Territorial Coherence) to the scale of the area of Rennes. The term “archipelago city”, used to define this scheme, renews the urban model, however, it does not determine the extent of urban development. AUDIAR must therefore work to the scale of the urban area or even further. The first step - initiated by the` State – for metropolitan cooperations leads urban agencies to go beyond urban areas, such as in the Loire-Bretagne metropolitan space. These developments lead AUDIAR to regularly call into question the scales of observation.The aim of this paper is to underline the position of observer and the role of AUDIAR on the territory so that it may observe, understand and foresee urbanization while offering structural means – an ongoing task that can be compared to the Sisyphe story.
