In developing specific proposals, it is necessary to take into account not only the internal conditions of a particular state, but also experience of foreign countries. Such approach allows to determine and clarify national priorities for the development of science, as well as avoid mistakes and difficulties already known to the world community. This article is devoted to the analysis of such experience. |
