In the process of considering this question four scenarios were identified: inertial, pessimistic, optimistic and innovative. It should be noted that a primary role in the implementation of the scenarios is played by the state, by not only creating a favourable background for the development of this market, but becoming an active participant in the field of legislation, the provision of infrastructure and the formation of public policy. The comparative analysis revealed that to achieve the goal ofRussia’s becoming innovative, through the development of human potential, it is necessary to implement the innovative scenario of the individual housing market, which is impossible without the participation of the state. |
