Alternative policy instruments of both command and control policies and incentive-based policies such as taxes, subsidies, and tradeable permits are examined. The benefits, costs, efficiency, effectiveness, distributive implications, implementability, and appropriateness of alternative policy instruments for different types of problems are discussed.
