It also addresses their origins and basic stages, as well as their benefits and objectives for universities and research centers, governments, and societies as well. In addition, it emphasizes their importance for public sectors. The focus has been on supporting the university efforts to create an environment and platform to embrace and accompany students in establishing startups, supporting innovation, contributing to development, and fostering exceptional creativity through implementing the university motto, framework for education, development, and creativity in light of the Algerian Ministerial Decision1275.
