Description
Summary:
The need for technical assistance of the Romanian local public administrations was a consequence of the reform in the public administration field, reform which has both positive and negative aspects. The technical assistance was provided by Dutch specialists in response to the specific requests of the Romanian partners within the framework of project proposals financed by the Dutch Ministry of Foreign Affairs through the LOGO East Program. The Romanian local public authorities identified problems related to their internal management because the quality of the services provided depends on the efficiency of the internal managerial structures. The need for technical assistance was generated by the increased number of services, by new legislation and by deficiencies in the management procedures. As an answer to the problems identified, with the help of technical assistance provided in the framework of the implemented projects, Romanian local public administrations succeeded to manage the negative aspects of the public administration reform through innovative methods such as: a new evaluation methodology regarding civil servants’ performance, an integrated beach management plan or a new regional system of waste management.
