| description | This paper analyzes performance and institutional capacity of the territory Jequitinhonha Middle – Northeast of Minas Gerais –, for collective action that tangent territorial public policies. This work is the extension and research result developed among the years 2010 to 2013, which had as main objective to advise the territorial organization, providing training to support local initiatives, building interfaces among university, society and public sector organizations. The data collections were carried out through interviews to Steering Committee and Territorial Assemblies participation. The set of results showed that the territory Jequitinhonha Middle faces a major difficulty: the capacity failure to organize and express themselves. In addition to this organizational failure to consolidate the territory, there is another difficulty found: lack of institutional capacity, which refers to the existence of public infrastructure for the development of economic, social, cultural and political activities in this territory. However, there is a sign on the study outcome that strengthening is possible: the research showed that there was strengthening of non-state public initiatives, managed by peasant associations, religious organizations and non-governmental, who know their target audience, their needs and their negotiated conditions with the State, showing initiatives turned to development. |
