description This article aims to analyze the implications of decisions printed on Brazilian Constitution of 1981 in terms of regional economic development and the dynamics of the Brazilian companies founded by immigrants. The processes involved in immigration to Brazil, the public policy to encourage the internal migration of European immigrants and the dynamics of these families could have been decisive for the economic development of the colonial region in RS, as well as the dynamics of the Brazilian family business. In methodological terms, the research is characterized as qualitative and literature and it’s analytically based in the Economic Constitution of 1981 and the population, social, policies and cultural statistics from IBGE. In the analysis are considered aspects of the socio-historical context, general elements of the process (im)migratory occurred from the second half of the 19th century, specific elements of the trajectory of immigrants in the “antique colonies” and the internal migratory flux which formed the “new colonies”. The results indicate that the public policy has created a atypical area characterized by a ethnic- cultural mosaic, permeated of rural and urban family enterprises, mostly composed of migrants from “antique” to the “new” colonies, especially of Italian origin.
