description The teaching of reading and reading comprehension by the tudents has been the object of study of several researchers and has been frequently approach as a process of developing skills. In recent years a new competence approach has become popular. This article is aimed at describing a proposal for teaching reading at primary education by means of tutors focusing competence development. Taking Tobon’s contribution in the description of competency structure as starting point, the role of tutors is iewed as a n alternative for developing reading comprehension competence by means of comprehensive models under professional guidance in a suitable learning environment that favors the fulfillment of the pedagogical objectives set in advance. The reading comprehension competence described includes skills, abilities, morals, attitude and capacities of pupils and tutors involved. The article fully describes the training and developing process of reading comprehensions competence.
