| Summary: | The article analyzes the problems of the poorly studied agricultural and economic history of the USSR of the second half of the 1960s – the first half of the 1980s. Тhe problems were caused by the state agencies’ attmpts to raise the effectiveness of using the resources allotted for the development of the agricultural sector. Basing on the materials on West Siberia, tha author concludes that the ongoing misuse of agricultural sector funds was due to the absence of a reliable economic and legal mechanism capable of preventing such actions, the failure of administrative management methods, and the limited capacity of the collective farms democracy. |
