| Summary: | <p><em>Local crediting is an important source </em><em>for municipalities budget. This allows the </em><em>community to make more investments </em><em>and long-term projects. In order to choose </em><em>the method for financing the capital </em><em>investments, a local community has to </em><em>respect three principles: equity, rapidity, and </em><em>efficiency. A discussion regarding debt policy </em><em>is incomplete, if is not included in capital </em><em>investment program. Local communities </em><em>must find those credits that respond properly </em><em>for people needs. </em> </p>
