description Objective To investigate the current status of nursing staffing based on nursing manager's perspective, and determine the key factors affecting the human resource allocation. Methods A total of 23 nursing managers in tertiary general hospitals in Chongqing were subjected by objective sampling during November 2020 and January 2021, and investigated by semi-structured in-depth interviews. Colaizzi phenomenological analysis was used for data analysis. Results Four themes were extracted as follows: ① The present nursing staffing in some departments did not meet the job demands; ② There coexisted shortage and misuse of high-quality nursing talents; ③ Public health emergencies had evidently affected nursing staffing; ④ Many factors must be taken into account for the allocation of nursing human resources. Conclusion In addition to the cost-effectiveness, nurse allocation should also consider many other factors comprehensively, and the nursing staffing pattern can be adjusted according to different clinical work needs and other comprehensive factors. Public emergencies have an obvious impact on nursing staffing, and the flexible nursing team should be established.
