description The essential motivational purpose, primary to the writing of this study, is to deliver the conceptual framework of higher education in Romania and elsewhere. The approach of this educational stage should not marginalize the early stages, otherwise very important for education. Regarding the description of other higher education systems, the selection of signatories to the Bologna Reform was made randomly, based on available specialist material. The paper largely describes the acceptable conditions for accession to higher education in Romania and the states used as examples. In its penultimate point, the current research brings as a contribution the implementation and effects of the Bologna reforms in the initial training of teachers in the education systems of the signatories previously mentioned, as a comparative approach. The conclusions put an end to this paper with the expectation that it has managed to describe the approachable higher education.
