| Summary: | On the basis of archival materials the author considers the activity of the governmental commissions of 1901 and 1916 on the change of rules on the publication of provincial and regional gazette. The article analyses the proposals of editors of provincial governmental newspapers and local authorities in this respect, as well as the measures undertaken by the government to increase the influence of the governmental newspapers in the conditions of the revolution of 1905-1907. The author points out the difficulties which hindered the realization of the reform of the state sector of press. |
