Summary:The essay reconstructs the genesis of the welfare state during the early forties of the twentieth century. The essay focuses on the social policies of Fascism and Nazism, underlining their genetic connection with the war. The democracies decide to oppose the welfare state to warfare state of the fascisms to win not only the war, but, especially, to win the peace.
