Summary:Necessity of entrepreneurship as a multidimensional concept in the discourse of new public management is considered. Public entrepreneurship improves accountability to citizens and public sector performance and can increase social capital. This paper explains the importance of entrepreneurship and entrepreneurship in the public sector and it provides a model for growth of entrepreneurship in the public sector. In The first step, to provide model is used exploration-Comparative method (reviewing literature of entrepreneurship in the public and private sectors) and the second step, to confirm the components of model has been polled 15 entrepreneurial academic experts and 15 Public officers (Tehran Municipality).To extract the proportion degree of Schumpeter’s conceptualization for public sector and important components was used the Mean Test. Results show that the synergistic relationship between the individual, organization and the environment (but not zero-sum relationship) leads to the growth of entrepreneurship in the public sector. These factors together in an interactive relationship can lead to entrepreneurship. So, whatever the amount is more common three elements, the development of entrepreneurship in the public sector is more likely. Ultimately, Entrepreneurship improves performance (citizen satisfaction).
