Summary:Migration action, has been continuing from the oldest age of history to today, showes itselves sometimes as mass and sometimes individual. On the contrary mass migration effects social and economic balance of population besides motivates to goverments for develop effective politics about migration. This study focus on two forest settlement that Serah corner and Baltacı village in Çaykara of Trabzon. People live in these settlement have financial devolepment shortage. They want to settle in different place because of exposed and probability of occur new natural disasters. Politicians of the period knows public of Blacksea very hardworking and settle them in east Anatolia for show a model to local people. Settle in becomes a reality outcome of serious planning. Result of settle in carries out with goverment support and emigrants approval, emigrants adapt around very fastly and they have been living in Dönerdere and Emek villages in Özalp of Van from 1964
