description Professional education policy in Brazil, over ten years of Government led by the Workers’ Party, has been ruled by the expansion encouraged directly by the State. Nevertheless, especially from 2011, with the establishment of the National Programme for Access to Technical Education and Employment (Pronatec), there is a tendency not to focus on the technical vocational education of middle level, much less in an integrated manner, but to offer especially the initial and continuing training. See also the expansion of participation of private sphere subsidised by the public fund. This table shows that the expansion of the offer of education to workers in Brazil occurs predominantly through cheap courses which, in turn, serve to work equally cheap. In this text, in addition to the presentation of this policy, we will discuss the fundamental determination underlying the denial reiterated the right to basic and professional education with quality to the working class, on the particularity of the project built and maintained by the Brazilian bourgeois class of dependent capitalism.
