| Summary: | Issues of organization and efficiency of local governments is one of the most controversial topics of current research in the field of municipal law. However, the state of local government in the 21st century is the result of its centuries-old sustained development, without realizing which it is impossible to predict the effectiveness of modern legal regulation. Study of the main stages of self-government development demonstrates the ambiguity and complexity of such a long-lasting political and legal process, shows the need for basing local self-government organization on the principle of historicism, especially taking into account the specifics of the Russian city development. |
