description After the Industrial Revolution, the systems of(rural and urban) human settlements have been greatly affected by socio- economic developments, especially by technological advances. This has brought about an increasing in the ratio of urban population to rural and has posed in an unbridled and unplanned atmosphere, to some extent, due to massive and unplanned emigration of rural people, not only all manner of problems for the urban management to provide public services but has also changed in an age of globalization, an effective and efficient management into a passive and circumstantial one. According to rcent studies ,the newly –founded city, Zahedan has had a rate of population growth of more than 3% in the last fifty years, and its population has increased from 17495 people in 1956 to 567449 in 2006. This has created an imbalance in the rate of the provision of public services, and has called condition and social justice, as well urban stability, into question. An optimal method for the provision of public services is to divide a city as a system into different zones, then provide each zone with urban services proportional to its population characteristics.The purpose of this paper is to study the nature of the population of Zahedan urban zones and the nature of its relation to urban services. The method used in this study is descriptive-analytic, and Willamson Model and the Entropy Index have been used to analyze the data.    The results of the study indicate that only through a mechanism of equal distribution of services, proportional to the population needs, can achieve a balance in Zahedan
