| Summary: | This article analyzes the problems of energy security of Ukraine through the prism of energy markets transformation of from the “post-Soviet” to “market” model. The contradictions between declared energy policy priorities and practical steps of implementation and reasons to avoid taking the necessary decisions are analyzed. In the paper the impact of EU “best practice” as tools of possible transformation of Ukrainian energy policy is highlighted. The shortcomings of the tools, used by the international community in assisting Ukraine to reform, are considered. |
